Help needed.

God works in mysterious ways. Out of something bad comes something good. Almost one year ago a lady from Pendleton County, KY, was told her dog had been shot. On a cold, wet December day, just before Christmas she got a call telling her about her beloved dog, Brier Brown. I saw a news article about it and did some research and called her. A neighbor had shot Brier just because. He went to court and the dog owner feels she got justice. Out of this tragedy we became friends.

On November 09, 2008, I watched my neighbor coax and shoot a small dog. There had been three dogs together that had left their yard, only two returned home. The local animal control in my area said there wasn't anything they could do because the dogs were on his property. I offered to testify against the neighbor. My husband and I did some research and found the owner of the dog. Out of this tragedy we became friends.

I am asking for help in doing research on Kentucky Law regarding

less senseless killings like these. I am located in Northern Kentucky and any help would be appreciated. I also have reported a possible puppy mill jusr down the street from me. I was told to get evidence that it was actually there and "something would be done" I don't want to wait, any suggestions.

I want to start a movement that will put a stop to this and that will give support to anyone who has lost a pet.  I want law enforcement on every level to know that the needless shooting of any animal will not be tolerated.

Please help if you can, it will be greatly appreciated.

This is a gut-ripping story.  It sickens me.

I have some suggestions: 

Join www.humanevoters.org   There are people in your area who are already members, but you need to form a local chapter.  Essentially, it is a group of people who care about animals...and you elect people who care about animals.

Ask the ASPCA what you can do.  Maybe they will have suggestions.

Try to find an animal advocate LAWYER to help you....there are many.  Do a search on ask.com or Google.  I can't remember how they are listed.

Get together with other good people in your area (maybe run some free ads, meet in a library once a month, etc.) and discuss what you can do. 

Get together with people who obviously care about animals now (rescues, etc.), check on Petfinder.  Again, discuss what you can do.  Meet once a month or more often (VFW halls, library, etc., wherever they'll allow public meetings).

You CAN change laws in your area.  The ASPCA has instructions on how to lobby.  You need to work with many other people, though, as one person can't do it all.  Get the help of local, county or state politicians. 

Do a search on ask.com or Google including words like:  change laws or animal rights laws, etc.  ANYONE can do this in any state.

there doesn't seem to be anything you can do about the dogs being shot. ky animal cruely laws do not prohibit killing domestic animals in the event that its self-defense. these dogs may not have been aggressive, but all that guy has to say is that he thought they were going to attack him. http://www.animallaw.info/statutes/stuskyst525_125.htm

as for the puppy mills: unfortunately all you can do is report them and wait seemingly forever until enough evidence is gathered to shut them down. its insane. if it were a sweat shop, the authorities would be all over it but b/c its animals, the law requires us to be content w/waiting it out. the best i can tell you is to get together enough people and get the animals out yourself if you don't want to wait. its risky, but sometimes its worth it.

try to get this added to your cruelty laws pretext, though i have no idea how to go about doing that:

959.04 TRESPASSING ANIMALS

Sections 959.02 and 959.03 of the Revised Code do not extend to a person killing or injuring an animal or attempting to do so while endeavoring to prevent it from trespassing upon his enclosure, or while it is so trespassing, or while driving it away from his premises; provided within fifteen days thereafter, payment is made for damages done to such animal by such killing or injuring, less the actual amount of damage done by such animal while so trespassing, or a sufficient sum of money is deposited with the nearest judge of a county court or judge of a municipal court having jurisdiction within such time to cover such damages. Such deposit shall remain in the custody of such judge until there is a determination of the damages resulting from such killing or injury and from such trespass. Such judge and his bondsmen shall be responsible for the safekeeping of such money and for the payment thereof as for money collected upon a judgment.
